American Recovery and Reinvestment Act

Funding is available for specific purposes from the TCEQ under the American Recovery and Reinvestment Act.

The Recovery Act was signed into law by President Obama on February 17, 2009. The recovery funding at the TCEQ funds water projects, direct site assessments and oversight activities for leaking petroleum storage tanks (LPST), retrofitting school buses and TERP Grants. The agency received a total of $27.4 million for the following projects:

  • The Leaking Underground Storage Tank Trust Fund (LUST) $10,779,000 - This grant concluded on September 30, 2011.
    The Remediation Division will direct state petroleum storage tank contractors in performing site assessments and direct site work at LPST sites throughout the state.   • The 604(b) Water Quality Management Planning $1,809,700 - This grant concluded on November 19, 2011.
    The funds support water quality management planning activities, and includes watershed planning efforts for the Rio Grande and Pecos rivers and Highland and Double Bayou watersheds. In addition to these projects, 40 percent of the funds are passed through to regional planning organizations for monitoring, groundwater/drinking water protections, and watershed planning activities.   • The Clean Diesel Grant $1,730,000 - This grant concluded on September 30, 2011.
    The funds support an ongoing effort to retrofit school buses with exhaust controls that reduce emissions of particulate matter. View general information about the clean school bus program. Questions: contact the Texas Clean School Bus Program at cleanbus@tceq.texas.gov.
  • The Texas Emission Reduction Plan (TERP) $12,550,078 - This grant concluded on August 31, 2011.
    TCEQ was originally awarded $13,165,653 and an adjustment was made for re-purpose of funds. The funds support the TERP Rebate Grant Program, which awards incentive grants to reduce NOx emissions. Persons who operate on-road, heavy-duty vehicles or non-road equipment in the TERP-eligible counties are eligible to apply for grants. View general information about the TERP program.
