What Projects Are Eligible for a Grant?

For complete information on the types of projects and expenses that may be eligible for a grant, refer to the latest Request for Grant Applications (RFGA) and the Guidelines for Emissions Reduction Incentive Grants (RG-388, November 2012). General information about eligible applicants, eligible counties, and the types of projects that may be funded is provided below.

Eligible Applicants. Any person (i.e., individual, corporation, organization, governmental agency, business or any other legal entity) who operates or plans to operate on-road heavy-duty vehicles, non-road equipment, or stationary engines primarily in one or more of the nonattainment areas or other eligible counties of the state is potentially eligible for a grant. For infrastructure projects, persons owning or operating the infrastructure in an eligible county may also be eligible for funding.

For particular funding periods, the TCEQ may limit eligibility to certain types of applicants and/or to certain counties. In some cases, the TCEQ may also allow a person other than the owner or operator of the vehicle or equipment to apply for and receive a grant, as long as the grant-funded project supports activities that meet these guidelines and will help to achieve the goals of the TERP.

Eligible Counties. The counties in which projects may be eligible for funding include the state’s air quality nonattainment areas and other affected counties.

NOTE: The current RFGA is only open to applicants from the Houston-Galveston-Brazoria; Dallas-Fort Worth; Beaumont-Port Arthur; Tyler-Longview; San Antonio; Austin; Corpus Christi; and Victoria Areas. Only applicants from the following counties are eligible to apply during this RFGA:

The TCEQ may limit funding under a grant application period to eligible projects in certain counties. Be sure to read the RFGA before applying for a grant.

Eligible Projects. Projects eligible for funding under this program are intended to reduce NOx emissions in eligible counties. Vehicles and equipment used primarily for competition or recreational purposes are not eligible for funding under any of the project categories. The TCEQ may more narrowly define or limit the types of eligible activities for a particular funding period. The types of projects that may be eligible for funding include:


    • On-Road Heavy-Duty Vehicles (8,501 lbs. or more)
      • Purchase or lease
      • Replacement
      • Repower
      • Retrofit or add-on of emission-reduction technology


    • Non-Road Equipment (25 hp or greater)
      • Purchase or lease
      • Replacement
      • Repower
      • Retrofit or add-on of emission-reduction technology


    • Marine Vessels
      • Purchase or lease
      • Replacement
      • Repower
      • Retrofit or add-on of emission-reduction technology


    • Locomotives
      • Purchase or lease
      • Replacement
      • Repower
      • Retrofit or add-on of emission-reduction technology


    • Stationary Equipment
      • Purchase or lease
      • Replacement
      • Repower
      • Retrofit or add-on of emission-reduction technology


    • Refueling Infrastructure (for qualifying fuel)


    • On-Site Electrification and Idle Reduction Infrastructure

How Do I Apply for a Grant?

Applicants for funding should first review the Request for Grant Applications  (RFGA) and the Guidelines for Emissions Reduction Incentive Grants (RG-388, November 2012) issued by the TCEQ, prior to downloading and completing the application forms.

Once you determine the types of activities that you wish to include in your application, download and use the forms applicable to those types of activities. Follow these steps:

  • Step 1:  Download copies of the Guidelines and the RFGA, or call the TCEQ directly at 800-919-TERP (8377) to obtain copies of these documents.
  • Step 2:  Review the Guidelines and RFGA to determine if your project is eligible for funding. If needed, contact the TCEQ’s TERP staff to discuss your proposed project.
  • Step 3: Download or obtain copies of the Application Forms applicable to the type of activities you want to include in your project. Note that you do not need to download all of the application forms listed; you should only use those forms that apply to your project.
  • Step 4: We have also made available a Technical Supplement containing the emission factors and calculations that will be used by the TCEQ to determine the emission reductions and cost per ton of your project.
  • Step 5: Follow the instructions for completing and submitting the application forms.

Application Forms and Related Information

The following documents are provided to assist you in applying for a grant. The Application Forms, TERP Guidelines, Technical Supplements, and Calculators are available for download from the tables below.

  • Guidelines for Emissions Reduction Incentive Grants (RG-388, November 2012).
  • Technical Supplements. These documents contain the emission standards, emission factors, and calculation methodologies that will be used by the TCEQ to determine the NOx emission reductions and cost per ton of the project. It is not required that you have completed these calculations in order to apply for a grant. Refer to the Grant Application Forms Table below to download only the applicable chapters.
  • Calculators - Emission Reduction and Cost-Effectiveness.
    The calculators are in a Microsoft Excel format and will help you calculate your NOx emissions. You can select a calculator for On-Road miles, On-Road gallons, or Non-Road hours. The calculator can be used from one to ten activities and each hyperlink represents one activity.
  • Instructions:
    Step 1: Download the appropriate calculator for your activity and save to your computer.
    Step 2: Open the calculator.
    Step 3: On summary worksheet click on blue hyperlink (note: this will be worded Worksheet OR-1 (1) or Worksheet OR-2 (1) or Worksheet NR-1 (1)). This link will take you to the first worksheet.
    Step 4: Enter in the Activity Information.
    Step 5: Enter in the Baseline Engine Information.
    Step 6: Enter in the Reduced Emission Engine Information.

    If you have only one activity then disregard the remaining worksheets. However if you have more than one activity use the next worksheet and repeat steps 3 through 7.


ERIG Application Forms:

Grant Application Forms.
All applications must include a completed Project Application Form TCEQ-10430. Complete and attach Supplemental Activity Application Forms for the types of activities included in your project. Your application may include one or several supplemental forms.

*Please submit 2 copies of your application package. Both copies of the "Signature Page" should have original signatures and not be photocopied.

*If using Adobe Acrobat (PDF files), print the entire application and complete it. Forms may be typed or printed and signed in blue ink. Illegible or incomplete applications will be returned.

*If using Excel, you may fill out the application electronically and print when complete. Please note: each application page is on individual Excel worksheets in a workbook. You can access each worksheet by using the tabs located at the bottom of each page.

Printing: When printing from Excel: (1) Click on “File.” (2) Click on “Print.” (3) Under “Print What,” select “Entire Workbook.”

 

After a TERP grant has been awarded, these forms and documents will assist you in administering your grant.
