The Colorado and Lavaca Rivers and Matagorda and Lavaca Bays Basin and Bay Stakeholder Committee (BBASC) will hold a work plan development meeting on Thursday, June 7, 2012 starting at 10:00 am at the LCRA Eastern Maintenance Facility in La Grange. The facility is located at 104 E. State Highway 71 Bypass, La Grange, TX 78945. The meeting agenda will be posted here upon development.
At the March 28, 2012, agenda, the Commissioners directed the Water Availability Division staff to post for consideration and comment the stakeholder recommendations from the Colorado/Lavaca and Guadalupe/San Antonio Bay Basin and Bay Area Stakeholder Committees.
The Commission will receive comments both on the stakeholder recommendations and the proposed environmental flows rule. For further information regarding the proposed environmental flows rule and submitting comments, please see the TCEQ Environmental Flows Rulemaking page.
Environmental Flow Recommendations
The Environmental Flows Recommendation Report from the Colorado and Lavaca Rivers and Matagorda and Lavaca Bays Basin and Bay Stakeholder Committee (BBASC) was submitted on August 30, 2011 and can be viewed here.
The Final Environmental Flow Recommendations Report from the Colorado and Lavaca Rivers and Matagorda and Lavaca Bays Basin and Bay Expert Science Team (BBEST) was completed on March 1, 2011. The final report and related technical documents can be viewed through the following links.
Basin and Bay Area Stakeholder Committee (BBASC)
The Texas Water Code requires the creation of several Basin and Bay Areas Stakeholder Committees for specific river basin and bay systems listed in the Texas Water Code §11.02362

These Committees have specific tasks to perform to assist with the work of the Environmental Flows Advisory Group. One of the tasks the Committees are to perform is to establish a Basin and Bay Expert Science Team. Each Basin and Bay Expert Science Team will develop an environmental flow analyses and a recommended environmental flow regime for their specific river basin and bay system.

Work Plan Development
After submitting their environmental flow standards and strategies to the TCEQ, the Texas Water Code requires that the basin and bay stakeholders committee, assisted by the basin and bay expert science team, prepare a work plan that establishes a periodic review of the environmental flow recommendations, prescribes monitoring and studies, and establishes a schedule for continuing validation or refinement of the environmental flow recommendations. The work plan must be submitted to the Environmental Flows Advisory Group for approval.
