ADOPTIONS are rules that have been adopted by the commissioners and republished as final in the Texas Register. They usually become effective 20 days after the TCEQ files them with the Texas Register for publication.
Adoptions will remain on this page for 30 days after the effective date.

2010-046-111-EN | Revision of El Paso Particulate Matter of 10 Microns and Less (PM10) Controls for Roads, Streets, and Alleys The rule revision would amend 30 TAC Chapter 111, Subchapter A, by removing the §111.147(1)(E), and replacing it with requirements that all new alleys be paved, that alleys will not be used for trash pickup, and will be allowed for the use of recycled asphalt product as an alternate means of PM control for alleys. The rulemaking will also revise the §111.147(2) sweeping frequency requirement from four times per year to three times per year in the city limits, and from six times per week to four times per week in the central business district. |

The proposed rulemaking would also correct typographical errors in the standard permit and §106.352. |

2010-016-115-EN | Chapter 115 Volatile Organic Compounds (VOC) Reasonably Available Control Technology (RACT) Rule Revisions The proposed rulemaking would revise Chapter 115, Subchapter E, to implement RACT requirements for the following eight CTG emission source categories: Flexible Packaging Printing Materials; Industrial Cleaning Solvents; Large Appliance Coatings; Metal Furniture Coatings; Paper, Film, and Foil Coatings; Auto and Light-Duty Truck Assembly Coatings; Miscellaneous Industrial Adhesives; and Miscellaneous Metal and Plastic Parts Coatings. The proposed rulemaking would implement the EPA’s RACT recommendations except for specific recommendations that staff determined were not necessary to implement RACT or would interfere with the current requirements. In addition to establishing more stringent VOC emission limits, the proposed rulemaking would include implementing new work practice standards, requiring additional monitoring and recordkeeping, revising exemption levels. |
